Change the limit values by new Art. 15a B-VG for Austria and important information for tiled stove/heat storage fireplace manufacturer (2015)

As of 01.01.2015 new laws in Austria apply

On 31.12.2012 the Official Gazette for Vienna published the new

agreement in accordance with Article 15a B-VG on the marketing of residential heating and review of combustion plants and cogeneration units.

The limit values in the product range of solid fuel-fired appliances have changed. These chances or tightening of the values are valid from 01.01.2015.

From this date every fireplace which is going to place on the market has to fulfill this limit values:

Excerpt from the Article 15a B-VG:

Manually-fed roomheaters *) (wood fuels):
CO emissions = 1100 mg/MJ (unchanged)
NOx = 150 mg/MJ (unchanged)
OGC emissions = 50 mg/MJ (previously 80 mg/MJ)
Dust emissions = 35 mg/MJ (previously 60 mg/MJ)
Minimum efficiency = 80% (previously 78%)

Automatically-fed roomheaters **) (wood pellets):
CO emissions = 500 mg/MJ (unchanged)
NOx = 100 mg/MJ (previously 150 mg/MJ)
OGC emissions = 30 mg/MJ (unchanged)
Dust emissions = 25 mg/MJ (previously 50 mg/MJ)
Minimum efficiency = 80% (previously 78%)

*) for example roomheaters according to: DIN EN 13240, DIN EN 13229, DIN EN 12815, DIN EN 15250, DIN EN 15821

**) for example roomheaters according to: DIN EN 14785

Compliance with the limit values shall be verified by the appropriate type tests.

 

As of 01.01.2015 heat storage fireplaces have to prevent a confirmation of emissions

With come into effect of the first regulation implementing the Bundes-Immissionsschutzgesetz (BImSchV) of 22.03.2010 heat storage fireplaces have to prevent a confirmation of emission’s as of 01.01.2015.
This confirmation can be fulfilled with two methods:

  1. Local measuring after installation of the appliance
  2. Type test of the fireplace or of a fireplace family according to an acknowledged standard through an accredited body (like RRF)

The limit values of heat storage inset appliances with fill-in firing in accordance with DIN EN 13229/A1 are valid.

New head of testing laboratory

Sven Müller is going to be the follower of Ewald Lücker for the technical head of our testing laboratory in the field of construction products regulation (EU) No. 305/3011.
Mr. Jürgen Rosenfeld remains as head of testing laboratory of the testing, monitoring and certification body according to LBO. Mr. Müller will be our deputy in this field of products.
We are happy about the engagement of Sven Müller wish him every success for the future!

Likewise, we say thank Mr. Lücker for many years of collaboration and wish him all the best for his retirement!

Expansion of our team on the RRF

We are pleased to welcome Sven Müller as a new employee at the RRF. Mr. Müller was previously head of testing laboratory at the company LEDA Werk GmbH & Co.KG Boekhoff & Co. and is well known in the industry by his competence, engagement and his participation in various committees. With respect to a change of the head of testing laboratory Mr. Müller will reinforce our technical department. Construction products regulation (EU) No. 305/2011

This regulation lays down conditions for the marketing of construction products or preparation on the market as of the 1 July of 2013 through the placement of harmonized regulations by the information of the efficiency of construction products in reference to the essential characteristics as well as by use of the CE-label for these products. In Germany the regulation was assimilated in the building products act and so its legally binding.

What will change for the manufacturer of solid fuel fireplaces?
Up to now it was enough to certificate a declaration of conformance and to attach a CE-label on the construction product. The declaration of conformance is extended and is going to call declaration of performance in the future. The CE-label also changes and has to feature a correlation to the corresponding declaration of performance.

What will change for already marketed construction products?
Construction products, which where on the market in accordance with the regulation 89/106/EWG before 1 July of 2013 deemed compliant with this regulation. The manufacturer can create a declaration of performance based on a certificate of conformance or a declaration of conformance. A change of the CE-label is not necessary.

What will change for notified bodies?
Basic for notification of a body through the European Commission is an accreditation in accordance with ISO/IEC 17025. The accreditation has to verify a body for the permission of test operations after the 1 July 2013.

RRF is allowed to process the Norwegian particle measurement method

With the accreditation of the RRF body through the DAkkS our approval tests of the relevant standards NS 3058-1, -2, -3 and NS 3059 for Norway are acknowledged. So we have been included in the small circle of bodies, which may check for Norway as well as the Nordic Ecolabel (Nordic Swan).

DEFRA tests for Great Britain

In Great Britain because of the DEFRA (Department for Environment, Food & Rural Affairs) there have been established smoke control areas. In order to be allowed to operate there solid fuel fireplaces, separate emission requirements have been established with reference to solids (particles) in the flue gas. The test methods are listed in the application pack ”Appliance Exemption from section 21 of the Clean Air Act 1993“. The tests in our body will be acknowledged by the Ricardo-AEA´s smoke control team.

Successful accreditation in accordance with ISO/IEC 17025

The RRF has been successfully accredited by the DAkkS Ltd. according to ISO/IEC 17025. So the basic of the European notification by the European Commission as of the 01.07.2013 is created.
